A woman wearing eyeglasses and a hat sits in the background, along with men, also wearing eyeglasses, and one wearing a clerical collar. There is a pitcher on a table in the foreground. Several flags, including American flags are in the background, some appear to be in a wood and glass case. The man speaking is Mayor Thomas J. Spellacy. Inscribed on back: "July 4, 1942 / Hall of flags - State / Capitol Connecticut"
Notes	Title supplied by cataloger.<br>Thomas J. Spellacy was Mayor of Hartford from 1935 to 1943. He was elected to his first term by Common Council after the mayor elect died before taking oath. Spellacy resigned in his fourth term.
