Description	A sawhorse blocks the entrance to a street of frame buildings, most of them apparently houses or small businesses. The street in the foreground is paved. The street in the background has a gravel surface and appears to be in the process of being paved. Piles of dirt are at the right. Boards rest on metal barrels. Signs read: "U.S.A. / Work / Program / W.P.A." "Federal Works Project / No. 1233 / Public Works Administration." Street signs on a utility pole read: "South St." "Sumner St." Men in the background hold shovels. Inscribed on back; "Paving South St. / Middletown."<br>
