Description	Brick and brownstone building with a cupola with a clock, dome, and a statue of an allegorical figure of Justice on top is partially concealed by leafless elm trees. In the background is a Second Empire style building with a mansard roof and dormers. An American flag flies from the roof. Horse-drawn carriages, possibly cabs, line the sidewalk at the right. Some of the horses wear horse blankets. Men and women walk in the street or ride bicycles. Trolley tracks are at the right and trolley wires cross overhead.
Notes	The Old State House was erected in 1796 to the designs of Charles Bulfinch. It served as the State Capitol until 1878 and as Hartford's city hall until 1915. The Government Building in City Hall Square housing the Post Office was begun in 1873 and completed in 1883.
