Description	Classical revival stone building, built to resemble a Roman temple with Doric columns and pilasters on a high basement. Utility poles and wires line the streets. There appears to be snow in the gutters in the background. The two posts in the right foreground are probably hitching posts. Inscribed on back: "The old 'City Hall' facing Market Street with Kingsley St. or Kinsley St. / on the south side and Temple (formerly Theater St.) street on / the north side, was built for city government purposes in / 1834 by Samuel Belcher and Genl. William Hayden / On the south side in basement was 'lock up' for persons / arrested by the constables of which the city had two, both / old men. The remainder of the basement was used by / different parties as a meat market. The floor above was / used for the different courts and the city council. / The third floor was a large hall for public uses and / for many years the only hall of any size. The building / will now soon be torn down (May 1897), it is used for / police court and police purposes. This view is taken of the northeast corner (Temple & Market St.)"<br>
